where did you found this link, from http://www.debian.org/doc/devel-manuals#devref or are there other sources with wrong URL? The PDF file is available here: http://www.debian.org/doc/manuals/developers-reference/developers-reference.pdf (no ".en" suffix in URL). Adding a link is probably the simplest solution.
