quotation marks used for

Hi,

These <q> tags seem nice, but I can't get them to display actual Croatian
localized quote marks. <q lang="hr"> didn't help either.

We want &#x201E;this&#x201D;.

Can we make WML, when compiling Croatian pages, replace all instances of
<q> with &#x201E; and all instances of </q> with &#x201D; in one of the
top-level templates? I forgot where such a thing could be done, but ISTR
that it is possible.
