I assume you mean that that page isn't rendered as a web page, but rather it is displayed as raw HTML. I believe this is Debian bug 496080 http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=496080 debian-admin, I've added <Files *.html.es> ForceType text/html </Files> to the website's apache.conf, as suggested by apache2.2-common's README.Debian.
