Hi! AFAICT there is no documentation on how to use po/Makefile. On http://www.debian.org/devel/website/translating we can read about "make init-po" to create new templates in an empty po directory. However, there is nothing about how to update the po files. I ended up reading english/po/Makefile to discover that it's "make update-po". (Maybe I should have guessed that?)
I suggest adding a help target in the Makefile and, if it doesn't break the build process, make that the default target.
