Ok, as a non-DD, I was not familar with this method of reading the changelog. "Changelog" in my meaning was the content of the "changelog.txt" file, which is available on http://packages.debian.org/source/sid/tzdata via the link on the right side (Debian changelog), which links to http://packages.debian.org/changelogs/pool/main/t/tzdata There, the 2011j-1 is missing (among others). That said, I downloaded the tzdata source package and watched the changelog which is included in the package, and: indeed, there 2011j-1 is available. So, this is completely a www issue.
