While this document is only a small part of the web site changelog is
crucial for this document.
Without one it is nearly useless as you can't tell what a package of
particular standards version must fulfill to be upgraded to current
standrads version.

already available, thanks to the Debian Policy maintainers.

Almost done in debian-policy 3.9.3 (and there is work in progress to
make actual hyperlinks once converted to XML DocBook if I understood
correctly).
