We want to move the changelog and copyright files from
/usr/share/doc/<pkg>/ to the package's metadata (i.e. within control.tar
in the .deb file). You should thus try to look for the changelog and
copyright files there before falling back to the current location.
Since you want to extract both files, the best interface is probably
to use "dpkg-deb -e <file>" and get the "changelog" and "copyright" file
from the DEBIAN sub-directory.

I think this should be discussed on -devel before, it destroys user
expectations.
Said that, the packages website won't be extracting this information
anymore in the long run, ftpmasters provide us with the extracted files
already and we are going to use those instead. Thus, closing this bug.
