"This list is not and cannot be inclusive."

I think what is intended is:

"This is is not and cannot be comprehensive."

At any rate, I cannot see what "inclusive" could sensibly mean in this
context: the list, like any list, includes its contents, and it doesn't
seem like "inclusive" could be intended in its social sense here.
