Friendly ping :-) This bug is still true, even for the new version of debian-handbook in stable (stretch): 'https://www.debian.org/doc/manuals/debian-handbook/sect.dist-upgrade.de.html' and 'https://www.debian.org/doc/manuals/debian-handbook/sect.dist-upgrade.de.html#idm139675552654432' and 'https://www.debian.org/doc/manuals/debian-handbook/sect.dist-upgrade.de.html#idm139675552632176' are still dead links, while they work, when you replace "de" by "it" for example.
