it's not unmaintained, but the keywords are too generic and there are too many packages that match them. I've got better results searching with keywords for the description: https://packages.debian.org/search?suite=stretch&arch=any&searchon=all&keywords=header%20files%20for%20Linux but even that query tells me that there are some results suppressed.
