The issue about the service not being available is reported in bug #629645 This bug is to maintain the web page up to date (e.g. remove the link, and reinstate it once the service is again working). My proposal, for now, is to remove the mention of the HyperEstraier search and link to the UDD search instead (allows to search for several fields, not for text, but I guess is better than nothing...).
