Several users on reddit reported getting a "You are not allowed to
access this" error when accessing the Debian wiki using a VPN.
The error message wasn't clear to them. Maybe you could offer a page
that explains possible reasons why someone was blocked and suggest:
* Turning the VPN off
* How to file a bug to get unblocked.

Currently users seem to find their way to IRC to ask for this.
Closing for now; maybe on new infra a better messaging could be had.
