The latter, and I knew it would happen when I did it. These files don't
exist in 3.x so there is no reason to declare a Replaces:.
I'd been meaning to move xf86cfg out of there for a while but had
forgotten. It depends on xlibs and I don't want the *server* package to
depend on the X libraries. Kinda ruins the orthogonality of my packaging
layout.
