Some menu entries (like Settings for example) in the Programs menu are
blank.  I'm using the Swedish translation.  I would prefer if GNOME
would fall back on the English term in case the Swedish one is not
available.

To repeat, try this:
* When logging in, say you want Swedish as your language (make sure
you have the Swedish locale built).
* Click on the foot menu.
* Click on "Programs".
* Behold the empty "Settings" label (with the working tool tip...).

the locale.alias file in XFree86 4.2.1 contains many more aliases,
including the ones you are requesting, so I am closing this bug now.
