Sorry to have bothered you. As it turned out, it was all my fault. There was a file "fglrx-driver.conf" in /etc/modprobe.d, containing the line

blacklist radeon

That prevented the radeon module from being loaded before X, resulting in the reported weird behavior. The "fglrx-driver.conf" was probably left over from my earlier attempt at installing the fglrx driver. Now, after having purged the file, the radeon module gets loaded in time and everything works without a glitch: user switching, VT switching and all.

Sorry for the noise. Will think twice the next time before I file a bug report. Please close this bug and thanks for your valuable time!
