Several years ago, the xorg maintainers replumbed how panning (the old XFree86 "Virtual") works to use RandR. This was all well and good in theory, but I have never seen the new RandR-based system in any actual reality work without external bug-fix patches.
The latest reason why it doesn't work is an improper limitation on mouse movement that prevents you from panning over outside the physical bounds. Here's the relevant bug: https://bugs.freedesktop.org/show_bug.cgi?id=39949 Chris Bagwell posted a proposed patch. See "Sample fix for panning/scaling" attached to the bug report. I've been running this patch for >6months, dropping it into debian/patches and adding it to the list to weave in, and it's worked fine while introducing no problems. I can certainly keep building and deploying my own xorg-xserver-core debs with this bug fix, but I really shouldn't have to! Would you be willing to include this bug fix in the patch set that builds the Debian xserver? OpenSUSE imported it as well. Ideally, upstream would simply fix their bug.
