libegl1-mesa-dev depends on libegl1-mesa-drivers, which in turn depends on libgl1-mesa-dri. This is a rather large package (55.3 M), which I do not wish to install on a headless server that has no hardware supported by the included drivers. You may think that on modern multi-terabyte hard disks 55 M is nothing, but if each of the 126 -dev packages on this system depended on 55 M of useless junk, it would quickly add up.
