I confirm this bug with libpixman-1-0:i386 0.32.6-3 and evince 3.14.1-2.
Here is small process to reproduce : 1. Create an empty document with Inkscape. 2. Use the text tool to write some text. 3. Rotate the text box by 180°. 4. Save as PDF. 5. Open said PDF with evince.
