There's a new upstream version for wacom, 0.33.0, from git://git.code.sf.net/p/linuxwacom/xf86-input-wacom This version renames the conf to 70-wacom.conf, making it higher than libinput's, so that wacom devices are handled by the wacom driver when installed. It'd be good to get that change in the archive.
