3.3.5-1 doesn't seem to have that problem here, using the xserver-3dlabs server. Possibly it's a server issue? (I can't test xserver-svga, as my card is one of the few which doesn't work with it).
Are you using xdm (or equivilent) to perform a graphical login? If so, you might look at /etc/inittab and make sure that the VTs each have a getty defined (this is just a wild guess...).
