Therefore, I will be ignoring tests failures for clutter on Debian. (Because mutter basically includes a fork of clutter, it has the same problem.) First, make sure that libgl1-mesa-dri is installed. ( libgl1-mesa-glx will soon depend on it but that change hasn't reached unstable yet.)
