Hi,

I think xlibs should have versioned dependancy to individual library 
packages, because in current situation command "apt-get install xlibs"
doesn't upgrade  real x libraries - it only upgrades an xlibs metapackage 
and leaves outdated real x libraries (for example libx11-6, libxext6 and 
libxft1), so this misleads lots of users.

That's right.  You didn't ask apt to upgrade anything -- you asked it to
install something.

xlibs is not solely a metapackage.  (It would be if one could cleanly move
conffiles between packages in Debian, but dpkg won't cooperate.)

$ dpkg -s xlibs

If you want to upgrade packages, use "apt-get upgrade".
