Does your card have an S-Video connector? I had the same problem with my Radeon 7500 (plain, without AIW) with 4.2.* and 4.3pre* if I had booted with the S-Video cable plugged into the card, but not in the TV, so I guess that's an upstream/hardware related problem. The XFree bug tracking system doesn't list this bug, though.
