Bug#221142: no locales (iso 8859-15) support in xlibs 4.3 (experimental)

Hi there!

I got exactly the same problem after upgrading from an inofficial XFree
4.3 version. To solve it I simply copied my old 4.2.1 /etc/X11/xkb
folder over to the newly installed one and it worked!
