I'm not able to install the xlibs-dev package under testing:

# apt-get install xlibs-dev

Version 4.2.1-14 is no longer available.  For this to work you're going
to have to downgrade xlibs to 4.2.1-12.1 as well.

E.g.:

# apt-get install xlibs-dev xlibs=3D4.2.1-12.1

You may need to specify downgrades for other packages as well.  At one
point you were running XFree86 packages from unstable, but you appear to
have changed your mind and gone back to testing.  As a result you're
going to have to help apt figure out what to do.
