Edit the file /etc/X11/xkb/symbols/pc/pc, and try changing this line:
modifier_map Mod1 { <ALT>, <LALT> };
to this:
modifier_map Mod1 { <ALT>, <LALT>, <RALT> };
I do not think this is the correct fix for the general case, but if it
doesn't mess anything up for you, go for it!
