twm debian/rules file is missing a call to dh_installmenu. This cause the package to miss both a menu file and a menu-method script. While I am at it, could you add a declaration outputencoding="ASCII"; in the twm menu-methods (after compat-2) to emphasize twm only handle ASCII 7bit characters set ?
