The twm changelog say:

* Point the menu method at /usr/bin/install-menu rather than /usr/sbin. Also
bump the version of menu we depend on to >= 2.1.26, which implements this
change

Just for the record:
Actually /usr/bin/install-menu was introduced in 2.1.9-3, and Sarge
includes it as a symlink. The change in 2.1.26 is that
/usr/bin/install-menu is no more a symlink and that this is the location
menu-methods should use in etch, but a dependency on >= 2.1.26 is not
necessary. Etch include /usr/sbin/install-menu as a symlink.
