Import the "modular" branch, even if it's quite small.
This also fixes an issue where a tag could not be created because its
reference was not imported.

Don't add files which are deleted in the same commit.
git-svnimport has a bug that would make it import files that were copied
from
a previous revision but deleted before actually committing.

Another instance where a previously "bad" tag doesn't seem to bother
