Idempotency fixes; everywhere where we're using a separate build
directory,
When building arch-dependent stuff, run dh_install w/ --list-missing.
* Drop duplicate x11-common dep in -dev package.
* Don't attempt to install (non-existent) usr/include/X11/* stuff.
* Autoreconf w/ an updated xutils-dev so that manpages have the 'x'
add myself as an uploader and prepare a new upload
