According to your message this bug should have been fixed in the latest version of xorg-server, but after upgrading (today 23 oct.) my .Xmodmap which worked fine for years no longer works. My xorg.conf is config for us_intl but now xmodmap -pke shows a japanese keyboard layout. The Caps and Num Lock leds also still stay off. The broken keyboard is a very annoying bug!
