The ServerLayout section I came up with to fix the problem I ran into is as follows:
Section "ServerLayout"
Identifier "Default Layout"
Screen "Default Screen"
InputDevice "Configured Mouse"
InputDevice "Generic Keyboard"
EndSection
So perhaps that's all that would be needed here.
