Add libxcursor-dev cdep and dep; closes: #525240
Add libxcursor-dev build-dep as required by patch
ubuntu/013-add-cursor-theme-support; also let compiz-dev pull it as it's
referenced in the .pc flie; closes: #525240, #524943.
