xbitmaps is Architecture: all; it would make sense for its pkg-config file to be delivered in /usr/share/pkgconfig/ rather than /usr/lib/pkgconfig/. This would save a step when cross-compiling the X stack, since currently dpkg-buildpackage sets PKG_CONFIG_LIBDIR to something not including /usr/lib/pkgconfig/ when the build and host architectures differ.
