I tried copy your FDI file above but tap/scrolling still not working
on my Thinkpad T61.

Honestly I think you're just trying to demonstrate your point here.
Documentation about how to enable tap says:
- Use synclient: OK, it works, but is not permanently;
- Use gpointing-device-settings: OK, it works, but is not permanently;
- Create/Edit a FDI file: It don't work.
