After reading NEWS.Debian.gz for xserver-xorg-video-radeon I followed the suggestion to turn off KMS by editing /etc/modprobe.d/radeon-kms.conf. I could then switch back and forth between X and VT without problems.
Perhaps this information should also be included in the documentation for xserver-xorg-video-ati?
