If the problem is (for example) a conflict with the user's xmodmap use of the ScrollLock key, this resource setting is what's needed to work around:
allowScrollLock (class AllowScrollLock)
Specifies whether control sequences that set/query the Scroll
Lock key should be allowed, as well as whether the Scroll Lock
key responds to user's keypress. The default is “true.”
