I have a similar problem here, same hardware.

*But* I do believe this has nothing to do with
xserver-xorg-video-radeon as my suspend-to-disk is also broken without
X running. This looks like a kernel bug actually.

Every test described bellow gives the same results, that is:

- black screen then backlight on but nothing displayed
- does not hibernate
- no sysrq

Tests:

1. runlevel 2, stopped gdm/X, rmmod ipw2200, echo disk > /sys/power/state
2. single user, rmmod ipw2200, echo disk > /sys/power/state
3. single user, rmmod ipw2200, start dbus, udev and hal, pm-hibernate

Relevant packages:

linux-image-2.6.32-5-686: 2.6.32-18
xserver-xorg-video-radeon: 1:6.13.1-2
xserver-xorg: 1:7.5+6
libdrm-radeon1: 2.4.18-6
libgl1-mesa-dri: 7.7.1-4
firmware-linux-nonfree: 0.26
