So, if I understand correctly, I think what you want is the concept of primary monitor: - - the panel settings should be configured to display on the primary monitor - - the primary monitor should be the external display when it's plugged I think that by default the laptop is the primary monitor when an external display is plugged (because it makes more sense usually, I think) but it's not forced. You can chose which display is primary in the display settings, and that should be remembered. With Xfce 4.14 (soon to be uploaded to unstable) there's even the notion of “Display profiles” which remembers a configuration and can be re-applied afterwards.
