Hi, this question would be better on the Xfce debian mailing list so I've added them on CC. At that point, I honestly don't know. We're currently packaging the 4.15 development versions in experimental, and the point is to move everything to unstable once 4.16 is out and polished. If we manage to do that before Bullseye freeze, then yes Bullseye will have 4.16. If we don't, then we'll stick to 4.14. There's so definitive plan, especially since I'm currently struggling with the packaging efforts, but yes I hope we'll be able to push 4.16 for Bullseye.
