I just got the same on a Raspberry (Pi OS Trixie with latest updates)
even after reboots.
I was about to uninstall/reinstall when I saw in the package manager a
strange title for the mousepad software : ~Invalid UTF-8 name~ or
something like that.
So I didn't touch the package but instead I used the Pi Control Center
to change my locale setting from ISO-8859-1 to UTF-8 then reboot then
mousepad now runs OK.
