Dear Maintainer,

This bug is observed when running LXQt with xfwm4 as the window manager on 
Debian 13 (Trixie). When no regular application window has keyboard focus, 
pressing Alt+F4 incorrectly closes the desktop itself or the panel, rather than 
doing nothing or attempting to close a non-existent window.

* What led up to the situation?
  I am using the LXQt desktop environment on Debian 13, which comes with xfwm4 
as the default window manager in this setup.

* What exactly did you do (or not do) that was effective (or ineffective)?
  1. Start a fresh LXQt session with xfwm4 as the window manager.
  2. Close all windows and click on an empty area of the desktop to ensure no 
window is focused.
  3. Press Alt+F4.
  4. Observe that all desktop icons disappear (the desktop process is 
terminated).
  5. Alternatively, click on an empty area of the panel, then press Alt+F4 – 
the panel disappears.

* What was the outcome of this action?
  - The desktop icons vanish, and the desktop background may revert to a plain 
color until the desktop process is manually restarted (e.g., by running 
`pcmanfm-qt --desktop`).
  - The panel process is killed, requiring a restart (e.g., `lxqt-panel`).

* What outcome did you expect instead?
  Since there is no active window to close, pressing Alt+F4 should have no 
effect, or at most should not terminate critical desktop components. For 
comparison, when switching to openbox in the same LXQt session, the problem 
does not occur, confirming this is specific to the combination of LXQt with 
xfwm4.

This issue is reproducible every time. It occurs on a clean installation with 
default settings. I have not verified whether this affects upstream Xfce or 
other distributions.
