I should mention that to me this phrase is familiar as a piece of language-teaching jargon, while to developers it's more likely to be natural-language-translation jargon - "http://en.wikipedia.org/wiki/Target_language"; redirects to "http://en.wikipedia.org/wiki/Translation";.
