That is how it is setup. I have added another blank line just in case. In
the same directory I have .eml.old files. Should I just delete these? Would
they be causing the problem?

That isn't normal.

Declude uses the IMail1.exe to send E-mail, usually for the E-mail
notifications.  If there is something wrong with the notifications,
IMail1.exe may tell you what is wrong and wait for you to fix it -- but you
can't fix it if you can't even see the imail1.exe window.  After 10
minutes, Declude terminates the process so that it won't use up unnecessary
resources.

If you have modified the \IMail\Declude\*.eml template files, you should
make sure that there is a "To:", "From:", and "Subject:" line before the
first blank line in the E-mail.
