With Scott's help, the problem was the footer that Declude added to the
end of the message. Since a meeting request is a special e-mail, this
effectively changed it and therefore Outlook no longer recognized it as
a meeting request.

Per his instructions, I disabled the footer, and now it is working.

I'm not sure what is wrong with it (IE what it should normally look
like), 
but I don't think that Declude could be doing anything to it.  v1.40 
doesn't make any changes to the E-mail itself that weren't there before
1.40.
