According to this: http://www.dnsstuff.com/tools/ptr.ch?ip=216.83.193.70, you need to contact [EMAIL PROTECTED] to get this done. Even though your DNS is handled by a third party, dpsinet.com has not delegated the authority over the IP addresses to anyone. Any one can host your DNS; however only PTR records can only by made by the final authorized entry.
We had the same problem when I first became mail administrator. (Among the many other hats I wear.) I was able to get PacBell to give us the authority over our IP subnet.
