According to this:
http://www.dnsstuff.com/tools/ptr.ch?ip=216.83.193.70, you need to
contact [EMAIL PROTECTED] to get this done. Even though your DNS is
handled by a third party, dpsinet.com has not delegated the authority
over the IP addresses to anyone. Any one can host your DNS; however only
PTR records can only by made by the final authorized entry.

We had the same problem when I first became mail administrator. (Among
the many other hats I wear.) I was able to get PacBell to give us the
authority over our IP subnet.

I have to find out the fees.  They basically charge for DNS and
anychanges to it.  My DNS is not through them it is through a third
party.  Do I have to get the owner of the IP to do this?  That would be
the service provider but the DNS servers for the domains are not with my
provider
