This is actually the first time I've heard of OE doing this -- so I'm 
guessing that it is an option that the user specifically checked in 
there.  However, you can disable this feature by changing the "BANCRVIRUSES 
ON" setting to "BANCRVIRUSES ON".

However, in doing so, you will disable all vulnerability checking in 
Declude Virus.  It's quite likely that a new virus will start spreading 
using the partial/fragmented vulnerability (since it's the first security 
hole that affects all SMTP-based AV programs), and if it does, the virus 
will go right through to your users unscanned.
