I like the idea of the user having to validate by entering the correct e-mail address. 
However, even that could be problematic as user aliases would cause a problem. I think 
the requeing option would be better, after all if it is that important, waiting 1/2 
hour for the next queue run would be resonable. Even now, when a message is caught 
with a vulnerability and the notice goes out, it clearly states that once they respond 
to the notice saying they want it, it will take time to review and requeue the message.
