If a per user configuration is used and virus scanning is disabled for a
user, and a e-mail comes in to a local user with the disabled user as the
forged from address, will the message be scanned for viruses?

That depends on who it is sent to.


While the default will be not to scan it (since it is from an address you do not want scanning enabled for), if it is sent to a user that has virus scanning turned on, it will be scanned (ON has priority over OFF).
