The original message that spawned the one you quoted was an annoucement for a libc5 version of apt. It can be found at http://www.debian.org/~jgg/apt_0.0.pre9-1bo1_i386.deb The other option is to manually install ld.so, libc5, libc6 and libstdc++ from hamm and then install apt.
